RFC Registration — Complete 10-Step Workflow
For foreign nationals with Mexican residency card. All steps must be completed in order.

Obtain Residency Card
You must have a valid INM Residente Temporal or Permanente card before registering for RFC. Tourist visa (FMM) does not qualify.

Obtain CURP
Your CURP is automatically assigned when INM processes your residency. Download the official CURP certificate from gob.mx/curp using your 18-character CURP key.

Complete SAT Pre-Registro Online
Fill in the SAT Pre-Capture Form (Forma Precaptura) at sat.gob.mx before your appointment. This generates a confirmation number you must bring to the office.

Prepare Proof of Address
Your proof of address must match Annex 1-A of the RMF 2025. Accepted: CFE electricity bill, Telmex/Izzi/Totalplay landline bill, water bill, bank statement, or lease agreement. Must be dated within the last 3 months.
Utility bill must be in your name. If in landlord's name, bring a signed authorization letter from them plus their official ID

Book SAT Appointment
Book via citas.sat.gob.mx. Select 'Inscripción al RFC con e.firma' as the procedure type. Bring your Pre-Capture confirmation number. CDMX appointments book 3–6 weeks out; Mérida and Querétaro are typically 1–2 weeks.

Attend SAT Appointment (Biometric Capture)
Bring all original documents plus 2 photocopies of each. The SAT officer will capture fingerprints, iris scan, facial photo, and digital signature. RFC is assigned on the spot.
Arrive 15 minutes early. All documents must be originals — no digital copies accepted at the counter

Receive RFC and E.firma
Your RFC is assigned immediately. The officer installs your e.firma (.cer and .key files) on your USB drive. Store these files securely — they are your legal digital identity and cannot be recovered if lost.
Back up your e.firma files to an encrypted location immediately. Valid for 4 years from issuance date.

Activate SAT Portal and Buzón Tributario
Log in to sat.gob.mx with your RFC and e.firma. Activate your Buzón Tributario and register your email and mobile number. Failure to activate Buzón Tributario can result in fines — SAT considers notifications received even if unread.

Select Fiscal Regime
Choose your fiscal regime based on your income type. RESICO (Régimen Simplificado de Confianza) is recommended for most freelancers and self-employed individuals earning under $3.5M MXN/year. General Regime applies for higher earners or those with employees.
Regime selection affects your monthly declaration obligations — consult a contador if unsure

Issue First CFDI 4.0 Invoice
Use the SAT's free invoicing portal (factura.sat.gob.mx) or a PAC-certified invoicing platform to issue your first CFDI 4.0. Your CSD (Certificado de Sello Digital) is required for invoicing and must be generated separately from your e.firma.
